E-Invoicing to Portugal — PEPPOL & EN 16931

Reach Portuguese customers over the PEPPOL network from your own country, with NIF/NIPC checks. Businesses established in Portugal must use invoicing software certified by the Autoridade Tributária (AT). Kworia is not AT-certified, so businesses established in Portugal cannot use it.

Local certification required

Portugal requires invoicing software certified by its tax authority, and Kworia is not certified there. Organizations established in Portugal cannot be created. Sending PEPPOL e-invoices to Portugal from another country is not affected. In Portugal, Decreto-Lei 28/2019 (article 4) obliges every business that uses invoicing software to use a program certified by the Autoridade Tributária; Kworia is not on its list of certified programs.

Portuguese E-Invoicing Rules

B2G e-invoicing to Portuguese public bodies is mandatory in the structured CIUS-PT (UBL 2.1) format: large companies have had to e-invoice Portuguese public bodies since 2021, and small, medium and micro-enterprises must from 1 January 2027, unless the transitional period is extended again. Plain PDF invoices are accepted under a yearly extension, which may not be renewed; without it, a PDF needs a qualified electronic signature or seal (or EDI). Separately, Decreto-Lei 28/2019 obliges every business established in Portugal that uses invoicing software to use a program certified by the Autoridade Tributária, with ATCUD, QR code and SAF-T (PT). Kworia is not an AT-certified program, so businesses established in Portugal cannot issue their invoices from it. What it does today:

  • PEPPOL delivery of EN 16931 / UBL 2.1 e-invoices to Portuguese recipients, from issuers established elsewhere
  • Cross-border European PEPPOL e-invoicing via our certified access-point partner
  • NIF/NIPC format + VIES pre-checks (user confirms Autoridade Tributária records)
  • Kworia is not an AT-certified invoicing program: organizations established in Portugal cannot be created

Frequently Asked Questions

Is e-invoicing mandatory in Portugal?

For B2G (invoicing public bodies), yes — suppliers must issue structured CIUS-PT (UBL 2.1) e-invoices: large companies have had to since 2021, and small, medium and micro-enterprises must from 1 January 2027, unless the transitional period is extended again. Plain PDF invoices are accepted under a yearly extension, which may not be renewed; without it, a PDF needs a qualified electronic signature or seal (or EDI). Please confirm your own obligations.

What about ATCUD, QR codes, SAF-T and certified software?

Portugal runs a separate fiscal-control regime: under Decreto-Lei 28/2019, any business established in Portugal that uses invoicing software must use a program certified by the Autoridade Tributária, and its invoices carry an ATCUD code and a QR code, with monthly SAF-T (PT) reporting. Kworia is not an AT-certified program, which is why organizations established in Portugal cannot be created. If your business is established in another country, you can still send PEPPOL e-invoices to Portuguese customers.

How does NIF/NIPC validation work?

We run NIF/NIPC format checks (9 digits) and EU VIES pre-checks to flag issues before you send. Please confirm official Autoridade Tributária records for final accuracy.

Can I invoice clients in other EU countries?

Yes! Through PEPPOL, you can send e-invoices to 17 countries. Cross-border format conversion is handled automatically.
